The meteorological observation has been performed since 1969's in the Nuclear Fuel Cycle Engineering Laboratories, JAEA after 1974. The meteorological observation data has been applied for the calculation of the atmospheric diffusion of radioactive wastes since the hot run was started 1977. This report presents statistical results of meteorological observation based on the decadal data from fiscal year 2005 to 2015. The characteristics of atmospheric diffusion related to the meteorological parameter are also discussed in this report.

The meteorological observation data at Tokai site were analyzed statistically based on a "Guideline of meteorological statistics for the safety analysis of nuclear power reactor" (Nuclear Safety Commission on January 28,1982; revised on March 29, 2001). This report shows the meteorological analysis of wind direction, wind velocity and atmospheric stability etc. to assess the public dose around the Tokai site caused by the released gaseous radioactivity. The statistical period of meteorological data is every 5 years from 1981 to 1995.

A computer code (W-View) was developed to analyze the meteorological data statistically based on “the guideline of meteorological statistics for the safety analysis of nuclear power reactor"(Nuclear Safety Commission on January 28,1982; revised on March 29,2001), which code is used for statistical analysis of meteorological data to assess the public dose in case of normal operation and severe accident to get the license of nuclear reactor operation. This code was revised from large office computer code and developed for personal computer user to analyze the meteorological data simply and conveniently and to make the statistical data tables and figures of meteorology.

Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed since 1975, based on "Safety Regulations for the Tokai Reprocessing Plant, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitants due to the radioactivity discharged from the plant during April 1999 to March 2000. Appendices present comprehensive information, such as monitoring program, monitoring results, meteorological data and annual discharges from the plant.

The meteorological observation has been performed since 1955 in PNC Tokai-works. After 1974, this observation came to measure on the top of the meteorological tower (100m above sea level) for the environmental assessment of a radioactive waste with the atmospheric discharge from the reprocessing plant. This report presents an atmospheric phenomenon statistic result and an examination about a characteristic of the atmosphere diffusion based on the data from 1977 to 1995. Characteristics of the result are as follows; (1)It was confirmed that the maximum air concentration point that was calculated based on the discharge amount from reprocessing plant and atmospheric phenomenon statistic of each year appears at near point in the safety assessment of 1977. (2)In some case, a maximum concentration point has appeared at about 800m in the west-southwest direction owing to the deference of appearance frequency of the atmospheric stability, etc. Normally it appears at about 2,000m point in south-west direction. Still, as reference materials, atmospheric phenomenon statistics result and relative concentration were mentioned.
